The Phoenix City Council on Tuesday swiftly struck down a citizen petition that hoped to create a civilian oversight board for the police department.

The initiative failed, 8-1. But the handwritten petition sparked nearly 1½ hours of public comment that stretched into the evening hours.

As in weeks prior, both police supporters and critics aired their concerns to city officials, many basing their comments on the department’s tactics after the Aug. 22 Phoenix rally for President Donald Trump.

The citizen petition, filed by resident Leonard Clark, asked that city officials “accept our petition and place our request for Phoenix residents to create a Phoenix police civilian oversight/ review board on the agenda for the next Phoenix city council meeting and that it be voted on.”

City Council members had indicated they would vote it down.

Phoenix Police Chief Jeri Williams outlined citizen committees that already exist at he department, and city officials noted that the city manager’s office had already been researching the matter. The office will provide its recommendations to the City Council at a later date.

City Councilwoman Debra Stark entered the motion to deny the petition.

Despite its certain failure, Clark’s petition still prompted an impassioned rebuke from Councilman Sal DiCiccio, who used it to rally his social-media followers to attend the meeting and “stand behind” police.

On Wednesday, DiCiccio called for a substitute motion that would cancel the city manager’s review.

“Government and politicians use nice words, but they’re meant to undermine,” he said. “The civilian police review board, it’s meant to undermine, and it’s part of an agenda to hurt law-enforcement credibility.”

DiCiccio’s motion failed 6-3, with DiCiccio, Councilwoman Thelda Williams and Jim Waring accounting for the “yes” votes.

DiCiccio was the only one to vote against Stark’s motion to deny the petition.

“All I’m trying to accomplish today is, a statement that clearly says it’s time to end this discussion on this other oversight investigatory board,” he said.

Two weeks ago, about 200 people filled City Council chambers to criticize Phoenix police’s crowd-control tactics at the Trump rally, at which police used pepper balls, smoke and tear gas in response to some activists who refused to disperse and began throwing items at police.

Last week, about a dozen speakers showed up in response to the protesters and to thank the officers for their efforts.
