A Mesa man was arrested on suspicion of exposing himself and making sexual gestures toward a teen girl on Monday, according to court documents.

The man, identified as 44-year-old Ralph Naylor, was arrested after he was accused of making inappropriate gestures and exposing his genitals to a 13-year-old girl.

Around 11:54 a.m., the girl was at a Mesa shopping center near University and Meridian drives when Naylor reportedly exposed himself in front of her. Naylor then began humping a bush in front of one of the businesses, documents filed in Maricopa County Superior Court stated.

The girl took a video of the incident and called Mesa police, according to documents.

Naylor was found south of the shopping center at a bus stop with “low-hanging shorts exposing his boxers,” the documents stated. 

Naylor initially denied both exposing himself and being near the shopping center. But officers obtained video showing him making the sexual gestures and said Naylor later recanted, asking, “If I tell you what happened, will you let me go?” 

Naylor was booked into a Maricopa County jail on suspicion of indecent exposure, making a false report to an officer and disorderly conduct. The court documents show he was arrested before on charges including sexual assault and indecent exposure.
